No.
There is no such thing as a dead genre. Punk is still around even in todays teenage ridden pop rock/punk. You just have to know were to look for it. Last.fm is a good place to find new music if you haven't discovered it already.
I wouldn't say so, just check out http://www.bbc.co.uk/radio1/mikedavies/ a dj who still plays alot of upcoming and unsigned punk bands
punk music is not dead, the neo punk is here and it is alive! maybe there is not clash or ramones but it is still alive.
its dead in the sense that theres no particular "leaders" of the genre. the title "punk" has been so washed out with all the emo/pop-punk bands that refer to themselves as punk music. there will always be bands out there making real punk music though.
