well my advice to you would be get yourself on to kazaa.you can download the startup file from www.kazaa.com
see kazaa is like napster but you can get programs and stuff off there too.
once you have installed it do a search for fruityloops.fruityloops is perfect for the beginner such as yourself and i have seen some pretty good results from it too.as for mp3 i dont know if fruityloops supports it but even if it doesnt search for an mp3 to wav converter on kazaa.
i use a combination of cubase, soundprobe, sound forge and cool edit pro.except cubase all the above packages are sound editors and i use all of them because different ones perform certain tasks better.cubase is a sequencing package.fruityloops is the complete thing tho and what i always recommend to the budding musician.
as for bass you should be able to get something good out of fruityloops but a good alternative is to look for samples.samples are your best friend and dont ever think you have enough!!!!!!

oh yeah fruityloops is about 70 quid to buy.the version of cubase i use is 500 pound.soundprobe is a 100.sound forge is about 300 i think and cool edit is about 200.however if you pay for software you r a fool.unless of course you run a legit studio.otherwise you should just get them off the net.

If you're interested, there's the most amazing piece of free audio scripting software available called "CSound". I practically studied a degree in it and beleive me it's powerful and free.

have to agree with zed on that one C sound is good for creating that fat bass note and then import it into fruty loops to sequence a bass loop
