Funky tune - any ideas who made it?

Yes yes another help me identify this tune. The background is a friend at school made a compilation for me and this was one of those tunes on the tape - although he never wrote the track listing and couldn't remember where he got it from. Enough of that. 14 years later and 2 stone heavier I'm still clueless. I've tried various radio stations and web sites over the years but to no avail. If anyone can find out the origin of this tune I'd be most grateful.

I'd just like to appologise for the poor quality - too many tape-to-tape copying going on.
