Depends I suspect...I think if it's a legal/harassment issue, the Police can force an ISP to provide the user details, but it's a long trail from there to find the real person.
I dunno if Joe Public can do it easily though - it's probably easier to buy a kidney or get someone's Social Insurance Number than it is to find out who owns what email addy.
